　　【摘要】全面建設小康社会是党和国家到2020年的重要建设目标。精准扶贫战略是实现这一目标的重要举措，也是打好脱贫攻坚战的主要动力。在这一战略思想指导下，教育脱贫工作是其中重要的环节。发展教育扶贫事业可以缓解人力资本短缺的现状，提高人口的政治素质，文化水平，促进经济发展。英语教学作为基础教育的重要组成部分，开展英语教育扶贫工作对于提高英语教学质量，培养英语教学人才等具有重要意义。本文是在精准扶贫，精准脱贫的战略指导下，采用文献资料法，调查分析法以及实践检验法对青龙县中小学英语教学现状进行分析，找出问题所在，并尝试找出解决策略。通过调查研究发现，当前英语教育现状主要表现在教学设施落后，教学经费不足；教师资源短缺，英语师资匮乏；英语教学薄弱，教学资源不足；教学模式陈旧，教学方法滞后；教师专业化程度不高，家庭辅导缺乏保障。针对以上问题主要采取的措施有 加大教育投资，改善办学条件；定向培养教师，扩充师资队伍；改变教学方法，提高学生兴趣；开展“送教下乡”，提升教育质量以及强化继续教育，开展教师培训。在精准扶贫的理念下，积极推进青龙县中小学英语教育脱贫工作，培养优秀的教师队伍，提高英语教学质量，从而促进青龙县更好地发展，早日实现教育脱贫。

　　【Abstract】Building a well-off society in an all-round way is an important goal for the party and the country in 2020. Accurate poverty alleviation strategy is an important measure to achieve this goal， and also a major driving force for fighting poverty. Under the guidance of this strategic thinking， education poverty eradication is an important part. Developing poverty alleviation through education can alleviate the shortage of human resource and improve the political quality and cultural level of the population， and promote economic development. As an important part of basic education，， English teaching plays an important role in improving the quality of English teaching and training English teaching talents. Under the guidance of the strategy of accurately alleviating poverty，The author analyzes the current situation of English teaching in primary school and middle school in Qinglong by the method of document， investigation， analysis， and filed work， and tries to find out the problems and solutions. Through the investigation and research， we can find that the current situation of English education is mainly manifested in the following aspects： the teaching facilities are backward； the teaching funds are not sufficient； the teachers have not enough materials， more teachers are needed； the methods and modes of English teaching and the teachers’ professional level need to be improved； meanwhile， the help from family is very limited. In view of the above problems， the main measures are to increase the investment in education and improve the conditions for running a school； to orientate the training of teachers and expand the ranks of teachers； to change teaching methods and enhance students’ interest； to carry out “Teaching and Training in the Countryside”， to improve the quality of education and to strengthen continuing education， and to carry out training teachers. Under the concept of precise poverty alleviation， people should actively promote the work of poverty alleviation in primary and secondary school in Qinglong， training excellent teachers and improve the quality of English teaching， which can promote the better development of Qinglong County and achieve the goal of poverty alleviation in education as soon as possible.
